Kings Park West Community Association

Board of Directors Annual Meeting Notes

May 15, 2024

Board Members in Attendance:  Larry Velte, Carolyn LaRosa, Maureen Pettis, Mark Heppner, Jim Bovino, Sharon Decker, and Diane Jeffers.

Burke Community Management Group (BCMG) representative:  Barbara Keith

Meeting called to order:  7:29 pm

Establish that quorum is present:  Eighty-five persons were present (7 board members, 5 KPWCA members, and 73 by proxy).  A quorum is 58 members.

Report on the State of the Community Association:

  • Membership status: There are 580 single-family homes in the KPWCA home owners association.  KPWCA was created in 1974 and revitalized in 2004.
  • Trees: The Board works regularly with vendors to remove hazardous trees on common land.
  • Liens: KPWCA’s lien rate is about 1.5-2 percent of membership.  Filing of liens are Board’s only remedy for non-payment of annual assessments.  Board is reviewing courses of action to recoup receipts from unpaid assessments.
  • Architectural controls: KPWCA has guidance concerning construction, particularly fences and decks, for membership before they start their projects.  Although designs of windows, garage doors, or a new roof are not really a concern to the Board, the Board wants to maintain architectural harmony in the community.  Board requests membership to notify the KPWCA architectural review committee (ARC) before making any modifications to exterior of their home.  The ARC rarely denies requests submitted for review.  Board may only control what is specified in the covenants.
  • HOA disclosure packets: Per state law, sellers need to obtain disclosure packets and provide them to the buyer at the time of closing.  Information on disclosure packets is on the KPWCA website (KPWHOA.org).

Treasurer’s Report/Proposed Budget for 2024-2025:  Treasurer provided an overview for the membership.  The majority of the revenue from annual assessments is used to cover fees charged by the management company (BCMG), pay for liability insurance, and maintain common land.  Treasurer explained that, because of rising costs of budget line items, the annual assessment will likely increase to $50/property for fiscal year 2025.  Board will approve budget at the monthly Directors meeting in June.  BCMG will subsequently mail out the assessments.  Payment will be due in October.

Election of Board Members:  Diane Jeffers and Carolyn LaRosa were re-elected to the Board to serve another 3-year term.

Board Meeting Schedule:  Monthly meetings are held at 7:30pm on the second Wednesday of the month at Laurel Ridge Elementary School.

Open Discussion:

  • Question:  Who is responsible for preventing increasing erosion in the creek beds?

Answer:  Fairfax County is responsible for storm water management on land that is not owned by KPWCA.  It is not the responsibility of KPWCA to control the stream flow that may be affecting property owned by individual members.

  • Question:  What can be done about poor trash service or bins left in the street after collection?

Answer:  Board recommends membership contact the trash service companies to report any complaints.  Members are responsible for obtaining their own trash removal service.

  • Question:  Who is responsible to maintain the landscaping at the intersection of Sideburn and Commonwealth?

Answer:  The Board will contact a landscaping vendor to address this concern.

Meeting adjourned:  Hearing no further business, the meeting adjourned at 8:24 pm.
