Meeting Minutes

Board
Members in Attendance: Larry Velte, Mark Heppner, Maureen Pettis, Jillian

Meeting
called to order:
7:33 p.m.
Approval
of November Meeting Minutes: Approved w/one edit to date 6–0
Treasurer’s
Report: Checking
account balance is $19,718.57; accounts receivable balance is $5,492.86; two general
fund CD’s in the amount of $5,337.71 and $5,339.20; and reserve study CD is $18,601.16,
bringing the total to: $54,489.50.
Old
Business:
- Holly
Trees –
Board member began process to get estimates and expert advice on trimming,
removing, and/or replacing this greenery.
- Unkempt
Property –
The Board reported the unkempt property to the Fairfax County Zoning
Inspector.
- Encroachment
–
The Board told a homeowner asking if she could take ownership of a strip
of HOA land that she could not. She was satisfied with the response.
- Architectural
Control Action – The Board rescinded a letter of non-compliance
previously sent to a member, and the non-compliance will be removed from
their file.
- 2014-2015
Audit – Maureen
Pettis would sign the audit letter and return to the management company.
- 2014
Income Taxes – The
Board will review the State and Federal returns, sign them, and forward
them to the auditor by February 2016.
New
Business:
- Waterline
Easement – A
non-member asked to attend the January 2016 Board meeting to discuss
installing a private waterline across HOA property. A Fairfax County
Water representative told a Board member that an easement would be needed,
and a Fairfax County Engineer told a Board member that it would require a
private service agreement. The non-member can run the waterline along his
own property to the connection point, which is recommended by Fairfax
County Water. The Board stood by their original vote of 7-0 against
permitting the installation of the waterline across HOA property.
Communications
from Members:
- Late
Notices – Some
members are receiving 90-day late notices without receiving a 30-day and
60-day notice. A Board member contacted our management company; however
he has not yet heard back from them.

no further business, the meeting adjourned at 8:15 p.m.
