Board
Members in Attendance: Larry Velte, Mark Heppner, Maureen Pettis, Jillian

Meeting
called to order:
7:30 p.m.
Approval
of October Meeting Minutes: Approved 6–0
Treasurer’s
Report: Checking
account balance is $24,764.14; accounts receivable balance is $5,492.86; two general
fund CD’s in the amount of $5,337.71 and $5,339.20; and reserve study CD is $17,598.22,
bringing the total to: $58,532.13.
Old
Business:
- Lien
Status – No
new information – Currently 14 liens on 10 properties.
- Holly
Trees –
We will get quotes and expert advice on trimming, removing, and/or
replacing this greenery.
- Architectural
Control Action – Although an addition was not HOA approved prior to
building, we will rescind the notification of noncompliance from their
file.
New
Business:
- Board
Vacancy – We
voted 6-0 to have Linda Bufano fill the empty Board seat left as a result
of Suzanne Cerney resigning.
- 2014/2015
Audit – The
audit pointed out two things: (1) The balance of the operating budget was
too high; (2) The cash balance was low, due to nonpayment of fees.
- 2014
Income Taxes – We
do not owe any taxes, and we will sign and submit the paperwork by
February 2016.
- Unkempt
Property – An
unkempt property was bought to the Board’s attention, and we will call
Supervisor Cook’s office and possibly Fairfax County Zoning.
- Encroachment
– When
examining a property for sale to ensure it did not have any violations, a
Board member found that the fence encroached on HOA property. He told the
potential buyers of the encroachment; they acknowledged; and, they said
that they planned to install a new fence and would follow the established
property lines.
- Waterline
Easement – A
non-member asked for approval to establish an easement across HOA property
to install a waterline. After discussing the matter, the Board voted
against the easement 7-0. We will send the non-member a letter to advise
him that the Board voted against running the waterline across HOA
property.
- Homeowner
Request – A
homeowner asked if she could take possession of a strip of HOA property
that abuts to her property. After a discussion, the Board determined that
they cannot approve transfer of HOA property to a homeowner.

no further business, the meeting adjourned at 8:35 p.m.
