Board of Directors Meeting Minutes

September 15, 2011

 

In attendance: Joe Meyer, Armand Fournier, Jim Messinger, Larry Velte, Virginia Scattergood, Mark Heppner, Linda Bufano.

           

Meeting called to order at 7:32pm. 

 

Approval of August Meeting Minutes: The August minutes were reviewed; Joe motioned to approve, Mark seconded; approved 7-0.  

 

Treasurer’s Report: The board was informed that the current checking account balance as of August 31, 2011 is $5,939.91; the savings account is at $16,544.96; there are 2 general fund CD’s in the amount of $5,233.18 each, and the reserve CD is $13,434,77 bringing the grand total to: $46,386.00

 

Assessment Response:  Final reminder letters will go out on September 22.  

 

RCS Contract Performance: Issues have not been fully resolved. Jim continues to work with Kate.  Rod will be at the October meeting. Armand is collecting a list of questions and issues to be discussed.  

 

New Business:

Tree on Nottinghill:  It is on KPWHOA property and is dead.  Jim will call J&L for removal, along with a branch on an adjacent tree.

 

No damage from the hurricane has been reported.

 

Common land bridges: The Board discussed the issue of unauthorized bridges, including how they affect the HOA’s insurance coverage should someone get hurt on these structures.  This fall we will visit the area to see if the bridges are still in-place. If they still exist we will take the necessary steps to remove them.

 

Civic Association Meeting- They have requested a Board member at the meeting on September 27th to discuss common land, along with Fairfax County.  Larry and Armand will represent the Board.

 

Joe received an inquiry from a realtor regarding the policy of fences located on common land. The suggestion by the realtor involved was to provide a waiver to allow the fence to remain as is, or to possibly allow the homeowner on Allenby to purchase the property.  Joe explained the problem with the waiver (liability and the covenant statement regarding use by all the members) and also the logistics of trying to sell the property.  The realtor admitted they were pretty sure they already knew the answers, but thought they would ask anyway.

 

There will be a public hearing on September 27th regarding a new cell phone tower at the Commonwealth pool.
