Board of Directors Meeting Minutes

November 10, 2010

 

In attendance: Joe Meyer, Armand Fournier, Larry Velte, Linda Bufano, Jim Messinger, Mark Heppner, Virginia Scattergood.

           

Meeting called to order at 7:35pm. 

 

Approval of October Meeting Minutes: The October minutes were reviewed and approved.

 

Treasurer’s Report: The board was informed that the current checking account balance is $9588.89; there are 2 general fund CD’s in the amount of $5,162.50 each; 3 general fund CD’s in the amount of $5,380.87 each; and the Reserve Study CD at $10,789.46, bringing the grand total to: $46,845.96. The Reserve Study CD and two other CDs have matured; the interest totals $250 which will be reflected in next month’s financial report.  One thousand five hundred dollars was paid to Capt. Robert Barry, the individual who repaired the wall at Sideburn and Commonwealth.  This represents a net expense to the Community Association of approximately $400.00, as wall restoration donations raised by the Civic Association totaled approximately $1,100.  As approved by the Board in the October meeting, the net paid to Capt. Barry were drawn from the funds earmarked for the annual contribution to the Reserve Study Fund.

 

Assessment Response:  As of Oct 31, 22 homeowners were in arrears for the 2010 assessment.  The final reminder letters were sent out by RCS on Oct 21.  Jim reviewed the results to date of the payment plan, which he has been vigorously working with affected homeowners.  Each of the homeowners with liens currently in place have paid at least one installment of the payment plan, and one has paid in full arrearages dating from 2004.  One homeowner, while paying one installment, has challenged the legitimacy of the Community Association; Joe solicited input to respond to the homeowner’s letter.  Five properties have current liens attached; one will be released shortly.  The Board voted to waive the arrearages of five homeowners, each of which owed less than $1.00 in late fees.   

 

Old Business:   


Entrance wall at north corner of Commonwealth and Sideburn:  Work has completed by our contractor, Capt. Barry, with the full cooperation of the affected homeowner.  It was noticed that the wall on the south side of the corner was missing some mortar.  Armand Fournier will check out the wall’s condition.

 

Boat:  After considering the situation, the County Fire Marshal and the Zoning Code Compliance Officer will refer the situation back to the County Attorney.  Their general conclusion was that the situation can only be remedied by the boat owner’s neighbors and fellow homeowners on the pipestem.  

 

Joe successfully contacted Mr. Leonard Abel, the only surviving member of the original Architectural Committee appointed when the Community Association was first created.  Mr. Abel wrote a letter appointing Joe Meyer, Armand Fournier, and Larry Velte as the successors to the original architectural committee.

 

 

New Business:

Board members have received advertising material from a HOA management company, “Associa”.  The Board decided to table discussion of Associa’s offer until it is time to make a decision on renewing the contract of our current management company, RCS.

 

Crosswalk at Collingham and Roberts.  Following an incident in which a Robinson student walking to school was struck and slightly injured by an automobile while in the crosswalk at Collingham and Roberts, the Board appointed Jim Messinger as liaison to an ad hoc committee established to urge the authorities to enhance safety at that location.  Jim will attend an upcoming committee meeting and report back to the Board.  He will also draft a letter supporting such efforts for dispatch to the proper agencies.
